Since coming into office, the Minns government has initiated a wide range of policies and actions to encourage the development of all types of dwellings to meet the housing shortage. These actions have ranged from amending the State Environmental Planning Policies, adding the Transport Oriented Development chapter to the SEPP Housing, designating high density residential precincts around railway stations and seeking to simplify development applications by publishing a “Pattern Book” of exemplary housing designs. Join AIUS to hear from those in charge of the Government’s policy making and actions to get a status report on how all these measures are tracking.

Hanna Shalbaf
Executive Director Governance and Insights
Department of Planning Housing and Infrastructure
Hanna is the Executive Director Governance and Insights at the Department of Planning Housing and Infrastructure. In her current role, Hanna leads the data and insights branch overseeing housing, population and employment lands and takes an evidence-based approach to housing supply and infrastructure prioritisation through the Urban Development Program, while building strong relationships with councils and industry to inform and deliver on key government priorities. Hanna has worked in the NSW Government for more than 15 years with experience across housing strategy, public policy, infrastructure delivery and reform.
Tom Loomes
Executive Director, Department of Planning, Housing and Infrastructure

Tom is an experienced senior executive in the NSW Government, specialising in property, development, planning and transport. He is currently Executive Director of Strategic Planning and Policy in the Department of Planning, Housing and Infrastructure. He has previously served in numerous executive roles in the Department of Planning, including Executive Director of Stakeholder Engagement and Policy Implementation, Chief of Staff to the Secretary, Executive Director of the Office of the Secretary and the Director of the Planning Concierge. Tom has also served on the senior leadership teams of various Ministers and a former Premier of NSW.
Jillian Hopkins
Principal Design Advisor
Government Architect NSW
Jillian Hopkins is a registered architect and Principal Design Advisor at the Government Architect NSW. Her professional experience spans state and local government, academia and community development. At the Government Architect NSW, Jillian is situated within the Design Governance team to explore how systems and processes across government impact design quality. She coordinates the Sustainable Buildings SEPP and is a lead principal for the NSW Low and Mid-Rise Housing Pattern Book. She also contributed to the early establishment of the Homes NSW Centre for Design.
