In 2018 following the Opal Tower partial collapse, a summary report entitled Building Confidence (otherwise known as the Shergold-Weir report for the two lawyers who authored it) looked at “improving the effectiveness of compliance and enforcement systems for the building and construction industry across Australia”. It didn’t directly address the quality of construction, but “compliance and enforcement” to get there.
The NSW government then moved to further regulate the building industry through a Building Commissioner, David Chandler. Tone believes that his demands that architects, engineers, and certifiers act as ‘building police’ was attacking the wrong end of the problem. This raises the questions about whether increased regulation has improved building quality and at whose expense.

Tone Wheeler is an architect, author, educator and consultant with an abiding interest in environmentally sustainable design (esd).
Tone is a past chair of the AIA National Environment Committee and a past member of the Sustainabilty Committee. After a ten year association, he retired from the board of ABSA (Association of Building Sustainability Assessors) and he was also a member of the Building Professionals Board which regulated building certifiers.
Tone has taught extensively over the past 30 years. He has been on the faculty of three universities, is a sustainability advocate and frequent speaker at architectural conferences and seminars. He has been a judge on ABC TV ‘The New Inventors’, a member of the ‘Woodies’ and a ‘Homie’ on ABC radio. He writes a weekly blog for Architecture and Design. He is very concerned about the quality of our buildings fearing we are not following a path that will lead to better and more sustainable building stock.
