Join John Mant and Michael Neustein as they discuss their proposed NSW Better Places Act and their plans to bring the NSW planning system into the digital 21st century. Starting from an analysis of what’s wrong with our existing planning regime, John and Michael will explore their solutions to the problems that confront developers, applicants, planners, architects and especially the community. Is it possible to restore trust in the NSW planning system? Can we create better places? How do we deal with the parallel demands for flexibility and certainty? How can we create a system which is responsive to community whilst still delivering on urban development to accommodate a growing city?

John Mant is one of Australia’s leading experts on planning systems and local government management. John’s expertise spans the fields of planning law, housing policy, development control, organisation design and development, place management, and urban management. He was an adviser to Labor Minister Tom Uren and Acting Commissioner of the Independent Commission Against Corruption (ICAC). He co-wrote the current NSW Local Government Act (1993) and was personal private secretary to Gough Whitlam when he was Prime Minister. He was an early advocate for place management and was an Adjunct Professor of Planning at the University of Technology Sydney (UTS).

Michael Neustein
Director / Architect, Urban Planner & Designer
For over 40 years, Michael has advised public and private sector clients on managing the approvals process from regulation to litigation. An experienced expert witness, he has presented urban planning/design evidence before the NSW Land and Environment Court in nearly 700 cases. This long and diverse experience has led him to the conclusion that the NSW Planning System must change as it goes into the 21st century.
Michael Neustein is Chairman of the Australian Institute of Urban Studies NSW of which he is an Honorary Fellow. He is a Life Fellow of the Australian Institute of Architects and a Fellow of the Planning Institute of Australia.
